By Jan. 31 of each year, Covered California sends the federal IRS form 1095-A Health Insurance Marketplace statement to enrollees. This form is used to:
  • Provide information for your federal taxes.
  • Calculate the amount of Premium Tax Credit (financial help) you received, any credit you may be due after filing, or the tax amount you owe.
  • Show that you were insured so that you don’t pay a state penalty for the months you were covered.

Where to Find Your Forms


If you chose mail as your communication preference, you will receive your tax forms in the mail and an email notification when they become available in your Covered California account.

If you chose email as your communication preference, you will receive an email that your tax forms are available to access through your Covered California secured mailbox. You will need to sign in to your account to download and print your forms.

You could get multiple federal and state forms if members of your household were enrolled in different health plans. This could also happen if someone changed health plans or benefit levels during the year, such as changing from a Silver to a Gold plan.

Federal Tax Filing


New Employer-Coverage Affordability Rule

For tax years 2023 through 2025, if your household income that exceeds 400 percent of the federal poverty level, you may be eligible for financial help to lower your monthly premium payment of your health insurance plan. Starting with tax years beginning after Dec. 31, 2022, the method we use to determine if an employee's spouse or dependents can receive advanced premium tax credits (APTC) has changed. Previously, the affordability of job-based health insurance for these family members was evaluated solely on the monthly premium cost for the coverage of the employee alone. Now, the affordability will be determined based on the cost to the employee for insuring both themselves and their family members under the employer's plan. This change aligns with specific federal poverty line percentages.

2024 Health Insurance and Your Federal Taxes: IRS Form 8962

If you had a health insurance plan through Covered California at any point during 2024, you must file your federal tax return and "reconcile” your premium tax credit. Use Form 1095-A to complete IRS tax Form 8962 and reconcile your 2024 premium tax credit when you file your 2024 taxes if you qualified for or received financial help to lower your monthly premium payment. Once you do, you may:
  • Owe taxes if you received more APTC than you qualified for in 2024. You'll have to report the excess amount on your 2023 tax return by filing Form 8962, Premium Tax Credit.
  • Get a refund or lower the amount of taxes you owe if you received less APTC than you qualified for. You still need to include Form 8962 with your tax return.
  • Have to resubmit your 2024 tax return if you filed electronically but it was rejected for a missing Form 8962. You'll need to complete Form 8962 or an explanation for why you're missing the form, and attach it when you refile. Learn how to fix it and correctly file electronically.

IRS Form 1095-A

Covered California will send IRS Form 1095-A Health Insurance Marketplace Statement to all enrolled members. It is used to fill out IRS Form 8962 Premium Tax Credit as part of your federal tax return. 1. Get Form IRS Form 1095-A by mail. Did not receive IRS Form 1095-A by mail? Call us. 2. State Subsidy Program
In 2021, Covered California discontinued its state subsidy financial help program (also called the California premium subsidy or the Premium Assistance Subsidy) due to the increased federal financial help provided by the American Rescue Plan (and extended through 2025 by the Inflation Reduction Act). The increased federal financial help is more generous than the state subsidy program. Other State Tax Information
Starting in 2020, state law requires California residents to either maintain minimum essential coverage (sometimes called the “individual mandate”), pay a penalty (called the “individual shared responsibility penalty” on Form FTB 3853), or get an exemption. While completing your state taxes, you may need to use Form FTB 3853 to see if you owe a penalty, or to claim exemptions from the state individual mandate, on your California state tax return. The Form FTB 3853 may require you to fill out the Marketplace Coverage Affordability Worksheet to find your lowest-cost Bronze plan and second-lowest-cost Silver plan premiums. To find these amounts, use our calculator and enter the gross monthly premium payment for the lowest-cost Bronze plan and second-lowest-cost Silver plan in the form. If you still don’t see your tax forms, please contact the Covered California Service Center.

Errors on your forms?


If you notice an issue with your tax forms, please complete the Request to Correct or Dispute Tax Forms. We will research your case within 60 days of receiving your dispute and send you corrected tax forms if necessary. If you need help with completing your request or have questions on the dispute form, please contact our service center at (855) 937-4373. Keep in mind that sometimes an IRS Form 1095-A might look incorrect but not have a mistake. For example, if you didn't pay your monthly premium and your health or dental insurance ended, then a "0" will appear for each month you did not pay. This will happen even if you got financial help listed in Coverage Information section, Column C (on both forms) during those months. It’s also possible that your tax form shows that you did not get any financial help during the year. If so, the Coverage Information section, Column C, will be blank or have all zeroes. This could happen because you did not apply for financial help or you did not qualify when you first applied. For example, your income did not meet the program rules, or you were eligible for other health insurance.

Financial Help Repayment Limits


We determine how much financial help you get from the federal government based on the income, family size, and residential ZIP code you entered on your application for health insurance. When you file your taxes, if your income is less than what you told us on your application, you may receive a credit or refund. If your income is more than what you told us on your application, you may have to repay some or all of the advanced premium tax credits that you got. There are limits to the amount you may need to repay, depending on your income and if you file taxes as “Single” or another filing status. The limits are calculated based on the federal poverty level (FPL). See the table at the bottom of the page to learn your FPL. These are the repayment limits for the federal premium tax credit for the 2024 tax year:

Example 1: A single individual with income less than $29,160 would have to repay no more than $375 if they received too much federal premium tax credit. Example 2: A household of two with income less than $39,440 would have to repay no more than $750 if they received too much federal premium tax credit. A household of two with income between $39,440 and $59,160 would have to repay no more than $1,900 if they received too much federal premium tax credit. The California ACA Exchange

 

Covered CA was established for Californian’s in an effort to create affordable healthcare in California.

Covered California has created a platform for customers to find plans that will fit their needs based on their family situations. Multiple tiered plans give the consumers multiple options. With numerous carrier options, consumers can keep their doctors and apply subsidies. 

  • HMO plans (must choose a doctor within the health insurers network)
  • PPO plans (must choose a doctor within the network – usually a larger network than HMO)
  • EPO – combo between HMO plan design and PPO network

Once the open enrollment period opens you can make changes from November 1st – January 31st. You may change health insurance carriers or you can change your subsidies if your income has changed.

 

Bronze

This is the most basic tier. These are high deductible plans which means that the consumer will pay out of pocket for the deductible before the insurance plan will begin to pay.

Silver

Silver plans are considered to be the best plans for the price. If you are receiving a subsidy these are the plans that Covered CA will guide you toward. These plans will have the best prices and the best plan designs for your health needs.

Gold

These plans are available to those who typically are going to use their health care more than most people. They have no deductible and a $30 co pay for primary care visits.

Platinum

These plans cover 90 percent of the actuarial value of the costs and health expenses. They will always be the most expensive plans on the Get Covered CA calculator. To get more information either go to the coveredca.com website or call us directly at (855) 937-4373

Who can get Get Covered CA?

Most people under the age of 65 and over the age of 18 and who are citizens or permanent residents of the United States and are residing in California.

You are eligible under age 65 if:

You are not receiving or are not eligible to receive Social Security benefits;

 

  • You are not receiving or are not eligible to receive Social Security benefits;
  • You are not receiving disability benefits; or
  • Your employer is not offering you affordable coverage; or.

    Before age 65, you are eligible for free Medicare hospital insurance if:

    • You have been entitled to Social Security disability benefits for 24 months; or
    • You receive a disability pension from the railroad retirement board and meet certain conditions; or
    • You receive Social Security disability benefits because you have Lou Gehrig’s disease (amyotrophic lateral sclerosis); or
    • You worked long enough in a government job where Medicare taxes were paid and you have been entitled to Social Security disability benefits for 24 months; or
    • You are the child or widow(er) age 50 or older, including a divorced widow(er), of someone who has worked long enough in a government job where Medicare taxes were paid and you meet the requirements of the Social Security disability program; or 7
    • You have permanent kidney failure and you receive maintenance dialysis or a kidney transplant and: —You are eligible for or receive monthly benefits under Social Security or the railroad retirement system; or —You have worked long enough in a Medicare-covered government job; or —You are the child or spouse (including a divorced spouse) of a worker (living or deceased) who has worked long enough under Social Security or in a Medicare-covered government job.

    Medical insurance (Part B) Anyone who is eligible for free Medicare hospital insurance (Part A) can enroll in Medicare medical insurance (Part B) by paying a monthly premium. Some beneficiaries with higher incomes will pay a higher monthly Part B premium.

    If you are not eligible for free hospital insurance, you can buy medical insurance, without having to buy hospital insurance, if you are age 65 or older and you are—

    • A U.S. citizen; or
    • A lawfully admitted non-citizen who has lived in the United States for at least five years.

    Get Covered CA plans include:

    • HMO plans (must choose a doctor within the health insurers network)
    • PPO plans (must choose a doctor within the network – usually a larger network than HMO)
    • EPO – combo between HMO plan design and PPO network
